
Granting Beyond Third-Party Access

For Beyond to file, pay, and communicate with tax agencies in every state, we must operate in full compliance with all federal and state tax authorities. This typically requires granting us secure access to your online tax accounts for each jurisdiction where you have employees.
Some state tax agencies separate “access to file” (TPA – Third-Party Access) from “access to represent” (POA – Power of Attorney).
Third-Party Access vs. Reporting Agent Authorization
- Third-Party Access (TPA): Allows Beyond to represent your company with state and local tax offices. This authorization must be granted separately for each state or district where you have employees.
- Reporting Agent Authorization (Form 8655): Grants Beyond authorization with federal tax offices.
About Form 8655
Signing Form 8655 gives Beyond the authority to act as your reporting agent for federal payroll tax matters. Most clients sign this form during the enrollment process unless they choose to skip it.

Granting State and Local Third-Party Access
Once Form 8655 has been signed and your Beyond account is fully set up, you’ll need to authorize us to represent you with the tax agencies in every state or district where you have employees. Depending on the state, you may also need to grant us access to:
- State departments of revenue
- State unemployment insurance offices
- City or county tax agencies
- State FMLA or paid leave programs
- Other state-mandated benefit programs
