Texas Third-Party Access (TPA) and Form C-42 Requirements
Why is this important?
Beyond partners with government agencies on your behalf to manage new hire reporting, tax rate calculations, tax payments, insurance contributions, and financial filings. To do this properly, you must authorize us to act on your company’s behalf with each state where you have tax responsibilities. For example, if your business operates in both Texas and New Mexico, you’ll need to complete and submit a Power of Attorney for each state.

Texas Workforce Commission
Written Authorization to Represent Employing Unit (Form C-42)
Before Beyond can act as your representative with the Texas Workforce Commission (TWC), you need to complete the Written Authorization to Represent Employing Unit (Form C-42) electronically via DocuSign on the Unemployment Tax Services (UTS) platform.
Follow these steps to submit the Form C-42:
- Log in to the Unemployment Tax Services (UTS) portal.
- Navigate to Account Info.
- Select Third Party Authorization from the “Quick Links” menu.
- The authorization must be signed by one of the following:
- The individual if the grantor is a sole proprietor, or
- An owner, officer of a corporation, or a partner in a partnership, or
- A fiduciary or trustee acting for a trust or estate.
- Check the required certification box.
- Choose your “Grantor Work Title.”
- Complete the fields with Beyond’s details:
- The TWC Account Number may be left blank.
- Our Company Name.
- Our Mailing Address.
- Click Grant Written Authorization to proceed to DocuSign.
Completing Form C-42 in DocuSign
- Review your account and user information carefully.
- Read the Electronic Record and Signature Disclosure Agreement.
- Click Continue.
- Use DocuSign to sign the form electronically.
- Optionally, print a copy of the completed form for your records.
After finishing these steps, please notify us that you have signed Form C-42 so we can begin the TPA access request process with the Texas Workforce Commission.
