Rhode Island Third-Party Access (TPA) and Power of Attorney (POA) Requirements

Why is this important?
Beyond collaborates with government agencies on your behalf by handling new hire reporting, tax rate calculations, payment of taxes and insurance contributions, and filing all necessary financial reports. To ensure these processes run smoothly, you must grant us authorization to represent your business with tax authorities in each state where you have tax responsibilities.

For example, if your company operates in both Rhode Island and Connecticut, you’ll need to complete and submit a Power of Attorney for both states.

Department of Labor and Training

Power of Attorney (POA) for the Rhode Island Department of Labor and Training
Rhode Island does not have a state-specific POA form for the Department of Labor and Training, but it does accept the Federal Power of Attorney, IRS Form 2848.

  1. Download IRS Form 2848.
  2. Fill out the following sections:
    • Section 1: Provide your business information at the top of the form
    • Section 7: Taxpayer’s signature
  3. Submit a copy of the completed form to Beyond.

Division of Taxation

Third-Party Access (TPA) for the Rhode Island Division of Taxation
To allow Beyond to handle your withholding tax payments, you must grant us third-party access to your Rhode Island Division of Taxation account by following these steps:

  1. Log into your Rhode Island Department of Revenue (RI DOR) Web Portal account.
  2. From the main menu, select Manage Authorized Users under Profile Information.
  3. Click the Add New Authorized User button and enter Beyond’s User ID.
  4. Click Next.
  5. Enter the delegation effective start date, which should be the beginning of the quarter when Beyond starts filing on your behalf. Leave the end date blank.
  6. Select Taxpayer Functions to delegate taxpayer responsibilities to Beyond.
  7. Check the Assign box for Make a Bill Payment.
  8. Click OK.
  9. Select Tax Type Authorizations to assign authorized tax types.
  10. Click Assign and enter a start date for the Withholding Tax Type, leaving the end date blank.
  11. Choose Tax Type Functions to delegate specific tasks for the Withholding Tax Type, ensuring Beyond has access to:
    • File Forms
    • Make Payments
  12. Click OK.
  13. Finally, click SAVE.

Power of Attorney (POA) for the Rhode Island Division of Taxation

  1. Download and print the Rhode Island Department of Taxation POA form.
  2. Fill in all required fields related to your business information.
  3. The taxpayer(s) must sign at the bottom of the form.
  4. The form requires notarization; a notary public must sign and affix their seal on the bottom of the second page before returning it to Beyond.
  5. Send Beyond a copy of the fully executed POA.
