
Pennsylvania Third-Party Access (TPA) and Power of Attorney (POA) Requirements

Why is this necessary?
Beyond works directly with government agencies on your behalf by handling new hire reporting, calculating tax rates, submitting taxes and insurance contributions, and filing necessary financial documents. To perform these services properly, you must authorize us to represent your company with the tax authorities in every state where you have tax obligations.
For instance, if your business operates in both Pennsylvania and New York, you will need to complete and submit a Power of Attorney form for each state.
Department of Unemployment Compensation
Third-Party Access (TPA) for Pennsylvania Department of Unemployment Compensation
To grant Beyond access to manage your unemployment tax filings:
- Visit PA UC Tax Online Services and log in using your Keystone/User ID in the top right corner.
- If you don’t have a TOS account, click “New User?” to create one.
- After logging in, choose Employer Profile from the menu on the left.
- Select Manage Representatives.
- Click Add New Representative and enter the required details:
- Representative Identifier
- Effective date (use the date you are setting up the account)
- Request access for the following Service Functions (multiple requests may be needed):
- Filing Quarterly Reports and Adjustments
- Contribution Rate Information
- Delinquency Account Discrepancies
Department of Revenue
Third-Party Access (TPA) for Pennsylvania Department of Revenue
Pennsylvania requires that Withholding Tax be filed and paid electronically via myPATH. To begin, Beyond needs your Withholding Tax ID along with one form of verification below:
- Letter ID: A 10-digit number preceded by “L,” located in the upper right corner of any correspondence from the Department of Revenue
- Recent Payment Amount: One of the last five payment amounts made for the Employer Withholding Tax (W-3) account
- Return Line Item: The Total PA Withholding Tax (Line 2) from a recent Employer Withholding Tax (W-3) return
Please submit a request including your Withholding Tax ID and one of the verification items above. Upon receipt, Beyond will send an invitation through myPATH for you to approve our access.
Note: Your Beyond login credentials will be necessary to complete this process.
Power of Attorney (POA) for the Pennsylvania Department of Revenue
- Download the PA DOR POA form.
- Complete Part I with your business information.
- Print the form and sign it in the presence of a notary public.
- The Taxpayer’s signature must be in ink and notarized.
- The notary must also sign and seal the form.
- Part II of the form does not need to be completed.
- Provide Beyond with a copy of the fully executed POA.
