Minnesota TPA + POA Requirements

Why is this important?


Beyond collaborates with government agencies on your behalf by handling new hire reporting to state labor departments, calculating tax rates, submitting tax and insurance payments, and filing necessary financial reports. To perform these services effectively, we must be authorized to act for your business with the tax authorities in each state where your company has tax obligations.

For example, if your operations cover both Minnesota and Wisconsin, you will need to complete and submit power of attorney forms for each state.

Minnesota Department of Employment and Economic Development

Third-Party Agent (TPA) Access

  1. Log into your Unemployment Insurance Minnesota account.
  2. On the My Home Page, select Account Maintenance.
  3. Click Agent Authorization.
  4. Use the Search option to check if an agent is already assigned to your account.
    • If no agent is listed, click New to start authorizing Beyond.
  5. On the Assign Agent screen, enter Beyond’s Agent ID and click Next.
  6. On the Agent Details page:
    • Enter today’s date in the Beginning Start Date field.
    • Leave the Effective End Date field empty.
  7. Under Available Roles, assign the following permissions to Beyond:
    • Tax Payment Update and Submit
    • Wage Detail Update and Submit
  8. Click Save.
  9. Assign Employer Reporting Units for each role by selecting Assign All Employer Reporting Units, saving, and repeating for each role.

 

Power of Attorney (POA)
Minnesota does not have a specific state POA form; instead, the state accepts the federal IRS Form 2848.

  1. Download IRS Form 2848.
  2. Complete the following:
    • Section 1: Taxpayer Information (business details)
    • Section 7: Signature, date, title, and printed name of the taxpayer

Third-Party Agent (TPA) Access

  1. Log in to your Minnesota e-Services account (must be an account administrator).
  2. From the homepage, select Manage My Profile.
  3. Choose Set up access with another business.
  4. Approve the pending third-party access request.
  5. Select Yes from the Access Allowed dropdown.
  6. Choose File and Pay as the access type and click Next.
  7. Review the summary and submit your approval.

 

Power of Attorney (POA)

  1. Download the Minnesota Department of Revenue POA form.
  2. Fill out the:
    • Top section labeled Business Taxpayer with your business info
    • Bottom section for the authorized signer’s signature
  3. Send a copy of the completed form to Beyond.
