
Maryland TPA, RAA + POA Requirements

Why this matters
Beyond works directly with state agencies on your behalf – reporting new hires to labor departments, calculating tax rates, paying taxes and insurance contributions, and filing required reports.
To do this, we must be authorized to represent your business with the tax authorities in every state where you have obligations.
For example, if your company operates in Maryland and Pennsylvania, you must complete and return a Power of Attorney (POA) for each state.
Each tax office has its own process, so steps and requirements will vary. Below are the instructions for Maryland.
Comptroller of Maryland
Third-Party Administrator (TPA) Access – Maryland Tax Connect
To allow Beyond to file and pay your Maryland withholding taxes, you must add us as an Authorized User in your Maryland Tax Connect account:
- Log in (or register) at Maryland Tax Connect.
- Click Profile Information at the top and select Manage Authorized Users.
- On the Manage Authorized Users page, select Add New Authorized User.
- Enter Beyond’s User ID and Registration Confirmation Number:
- User ID: [to be provided]
- Registration Confirmation Number: [to be provided]
- Under Taxpayer Authorizations:
- Select the checkbox for your Taxpayer Name
- Enter the Start Date as the first day of the first quarter you started with Beyond
- Leave the End Date blank
- Under Assignments, click Apply a Template and select Payroll Access
- Confirm the following functions are selected:
- Make Payments
- File a Return
- View Withholding Tax Correspondence
- Verify the information and click Confirm. A success message will appear at the top of the Manage Authorized Users page.
If your account has a security PIN:
Please provide your Maryland Tax Connect PIN to Beyond through a secure channel.
Reporting Agent Authorization (RAA)
- Download the Maryland Comptroller RAA form.
- Complete Part I with your business information.
- Sign as the Taxpayer.
- Send a copy of the completed form to Beyond.
Maryland Department of Labor
Third-Party Administrator (TPA) Access – BEACON Portal
- Log in to your BEACON account.
- Under Your Options, click Account Maintenance.
- Select Agent Assignment.
- Click Add Agent.
- Search for our Agent ID: [to be provided] and click Search.
- Click Select POA to upload your completed POA form.
- Assign the following roles:
- Wage Submission
- Payment Submission
- Set the Access Begin Date as the date you joined Beyond.
- Click Save.
Power of Attorney (POA) - Maryland Department of Labor
- Download the Maryland DOL POA form.
- Complete Part 1 with your business information.
- In Part 4, enter the Effective Date of Authorization and leave the End Date blank.
- Sign as the Taxpayer.
- Upload the completed POA to your BEACON account or provide it to Beyond along with your Comptroller RAA form.
