Oregon Third-Party Access (TPA) and Power of Attorney (POA) Requirements

Why is this necessary?
Beyond collaborates with government agencies on your behalf by reporting new hires to state labor departments, calculating applicable tax rates, submitting tax payments and insurance contributions, and filing required financial reports. To carry out these duties effectively, you must authorize us to act on your company’s behalf with the tax authorities in every state where you hold tax responsibilities.

For example, if your operations span both Oregon and Washington, you will need to complete and submit a Power of Attorney form for each state.

Oregon Department of Revenue

Third-Party Agent (TPA) Access for Oregon Department of Revenue (TAP account)
If your business is required to file Form OQ, Beyond must be granted TPA access. Since electronic filing is mandatory for this form, the process includes the following steps:

  1. Collect required information
  2. Enable new login permissions
  3. Provide us with your details via email
  4. Approve Beyond’s access request for your TAP account

 

Step 1: Collect Required Information
Before requesting access, we need these details from you:

  • The ZIP code registered with the state
  • Your most recent Letter ID

 

The Letter ID begins with “L” and appears on correspondence sent by the Oregon Department of Revenue. You can also find these letters by logging into your Revenue Online account and navigating to:
More Options → Letters and Messages → View Letters
Select the latest letter that includes a Letter ID.

If you can’t provide a recent Letter ID, you must submit one of the following instead:

  • The amount on Line 2a from any of your last three Form OQ filings
  • Line 2 from a Form OA
  • Line 2 from a Form WA

 

Step 2: Enable New Logins
Keep your ZIP code and Letter ID ready. Next, log in to your Oregon Revenue Online account and ensure it allows new logins by following these steps:

  1. Log into your Oregon Revenue Online account
  2. Navigate to Manage My Profile > More Options > Other Users > Manage Additional Logons
  3. Under New Logins, verify these settings:
    • Allow: Yes
    • Default Access: Tax Professional
    • Default Account Access: File Returns and Make Payments
  4. Then go to Manage My Profile > More Options > Access Management > Manage Third-Party Access
  5. In the Accountants or Third Party Logins section, confirm these settings:
    • Allow: Yes
    • Default Access: Tax Professional
    • Default Account Access: File Returns and Make Payments

 

Step 3: Provide ZIP Code and Letter ID
Once those steps are complete, submit a request including your ZIP code and Letter ID.

Note: You will need your Beyond login credentials to complete this step.

Step 4: Approve Our Access Request
You will receive a notification from Oregon Revenue Online to approve Beyond’s access request.

Power of Attorney (POA) for the Oregon Department of Revenue

The Oregon DOR uses two separate POA forms: one for authorizing representation and payment (REP) and another to authorize receipt of tax-related information (INFO).

  1. Download both the REP and INFO POA forms.
  2. Complete Part 1 on each form with your business details.
  3. The taxpayer’s signature must be added to Part 5 on both forms.
  4. Submit copies of the completed POAs to Beyond.

Oregon Employment Department

Third-Party Agent (TPA) Access for Oregon Employment Department
To provide Beyond with third-party access to your Oregon Frances Online account, submit a request containing the following information:

  • Your Business Identification Number (BIN) as registered with the Oregon Department of Revenue
  • Subject wages from a previously filed report for one of the following taxes, including the reporting period:
    • Unemployment Insurance
    • State Withholding
    • Paid Leave Oregon
    • Statewide Transit Tax
    • TriMet Transit District Tax
    • Lane Transit District Tax
    • Worker’s Benefit Fund

Power of Attorney (POA) for the Oregon Employment Department

  1. Download the Oregon ED POA form.
  2. Fill in the top section with owner and business information.
  3. The taxpayer must sign at the bottom of the form.
  4. Provide Beyond with a copy of your signed POA.
