District of Columbia - TPA & POA Requirements

Why this matters

Beyond works directly with state agencies on your behalf to handle essential payroll and tax responsibilities. This includes reporting new hires to the Department of Employment Services, calculating and paying taxes, managing insurance contributions, and submitting necessary filings.

To perform these tasks in DC – or any other state where your business has tax obligations – you must grant us the required authorizations.

For example, if you operate in both the District of Columbia and Pennsylvania, you’ll need to complete and return a Power of Attorney (POA) for each state.

Setting Up Third-Party Access with Power of Attorney

  1. Complete the Department of Employment Services POA form via Dropbox Sign.
  2. When prompted, enter your email and click Verify your email address.
  3. Check your inbox for an email from Beyond Documents and click Review document.
  4. Fill in all required fields marked with a red asterisk (*), then click Continue in the upper right corner.
  5. Select I agree in the upper right to submit the POA form to Beyond.
  6. You will receive an email confirmation with a copy of the completed form.

Third-Party Access (TPA)

After adding your DC withholding account number to your Beyond account, submit a request letting us know you are ready for us to start the third-party access process for your MyTax DC account.

We will initiate the request and then follow up so you can approve our access:

  1. Log in to your MyTax DC account.
  2. In your profile, open the Action Center tab.
  3. Locate the “You have a third-party access request pending” item and click Respond to the Request.
  4. On the Third-Party Access Approval page, review Beyond’s account information.
    • Select Yes to approve third-party access.
    • Choose File Returns and Make Payments as the access type.
    • Click Next.
  5. Click Submit.
  6. Click OK to finalize.

Power of Attorney (POA) for the DC Office of Tax and Revenue

  1. Download the DC Tax and Revenue POA form.
  2. Enter your business information in the personal information section.
  3. In the “Acts Authorized” section, list Beyond along with your FEIN and business name.
  4. Have an owner or officer sign in the signature section.
  5. Send the completed form to Beyond.
